XAMPP is listed again here in addition to the best php mysql administration tool : phpmyAdmin.

Best Utility for developers
XAMPP, phpMyAdmin and symfony are listed again in this category, in addition to Joomla Security Scanner. I voted here for Notedpad++ because it’s my fav and faster PHP editor under windows.
Joomla Security Scanner is a regularly-updated security scanner written to detect known security vulnerabilities of a famous Joomla! web application.
We should win because 1) Joomla! is widely used, 2) new security holes are discovered almost monthly, and 3) there is still no dedicated security scanner for it.
