Seagull framework 0.6.1 have been just released last week, with many improvements and bugfixes. You can download the latest Seagull or try the demo online. The Seagull is a mature CMS/Framework, its core is licensed under BSD and is free to use in Open Source and closed commercial projects.
Major improvements in this realease include:
- errors encountered in production mode are handled more gracefully

- added possibility of passing arbitrary args to CLI requests
- implemented DB table prefix support
- the comment module enhanced with Akismet integration and captcha
- added example REST client and server implementations
- enhanced module installer adding symlink support for windows users
- the library cache can now be controlled using the standard Config gui
- added ability to include a debug block for development rebuilds
- many PEAR and translation updates
